Only Work Elements performed every Run Cycle get a Step number, and not even all of those.
Rows that DON'T get a Step number include: Walk, Wait, Steps performed by an External Operator, and Sub-steps.
Your sub-steps should be mostly for Walk and Wait.
It's usually better to drill down to a related document for other types of sub-steps.
